January Board and General Meeting Minutes
January 6, 2010

Board members present: Paul Adkins, Price Armstrong, Gary Cook, Richard Hughes, Shane Rhodes, Sarah Thorpe

Board Meeting

-Meeting started at 7:009 pm.

-December minutes approved by board, with additions sent by Richard Hughes.

Treasurer’s Report:

The report was handed out.  $ 913 less than last month.  Shows 1,000 given away for the mini-grant program.  Made some money from Paul Moore on chico bags, t-shirts sales at Arriving by Bike shop.  Small income from membership.  Advocacy account money has been moved into the general account.  New cooperation called Gears Education.  Richard will recommend that century account be moved into the gears education.  All that would be left for the cycling group would be the general account and cd account. Gears education name has been reserved, non profit status has not been filed for as of yet.  Issues have come up with the attorney during the creation of the non-profit.  A refund of funds paid has been given.  Need to create bylaws.  Then file with the IRS.

Membership Directors Report:

No newsletter sent out in Jan, so it didn’t happen.  Will have one for Feb.

Other business:

2010 Bike Rewards helmet sticker order- Stickers have been ordered and have arrived.  Do we want to have all memberships renew annually, or have members renew on their own time.  No need to change the membership at this time, focus in on a time for renewals but no deadline.   Maybe twice a year.  Send out sticker to all members regardless of membership date at the beginning of the year with newsletter.

-Evaluation of City Leaf Program Effectiveness and Next Steps-Micheal from previous board wrote a letter to the city, did not come to Dec meeting, board has not seen letter. Request that City results on the new leaf program should be published with cost analysis.  Price will draft a letter for the city requesting data, including GEARs opinions of the program.  Board will email bullet points to price.

-Request from Tripsite.com to buy ad space in newsletter or insert flyer (Business membership $50 and Web ad is $100)  Shane can find out what other clubs charge for their ads and make a recommendation.  Idea of $50 quarter page for one issue, $50 dollars per issue to print recently.  Would like to cover postage costs.  Will give tripsite $50 for quarter page for the time being, Shane will do more research.  Deadline is Jan 20 for the ad.

-Reimburse Richard Hughes:$150 to attend TACS, Nonprofit Financial Fundamentals Workshop in Portland on Jan 7-Funding approved by board.

-Source of Funding for Bike Ed classes-Money for classes will come from the Cycling club account.  Make time for a budget meeting outside of board meeting.  Richard will put together a budget for the club.  Remember membership drive.

-Priorities for GEARs in 2010 (topic raised by Paul, but not discussed at Dec. meeting)-Paper with issues handed out.  Bike theft possible addition.  Elected officials questionnaire for cycling.  Can discuss next meeting more.  Maybe break it down into long term, short term.  Create a ‘budget” of issues and efforts.

-Bramble -Jamboree will stay the day before the Bramble.  Will continue to look for separate coordinator for Jamboree.

-Separating the two meetings-Meetings will be separated, with general meeting taking place outside of formal board meeting.  Gary will coordinate general meetings.  Blurb in newsletter to announce change with option of contacting Gary about meeting ideas.  Find out about posting the board agenda sooner.

GEARs education business- Agree to write by-laws for new club, Richard will talk to new attorney, agree to pay 2400 dollars for legal fees.

General Meeting 8:00-9:00 -began at 8:38

Task Force on Recreational Rides- Meeting held.  Idea to separate meetings.  How to increase ridership.  Ride speed an issue.  Will meet again next week.  Start with faster riders first, then go in groups from there.  Put a call out to members that task force is forming and what the form of the group is going to be.
